I have a plant of that cultivar. After a few years, my plant is over 5 ft
tall (and the flowers 1-2 feet above that) and 8 ft across. It has engulfed
the garden bench in front of it and the path beside it.
I am about to dig it out and discard it. If you (or anyone else) wants
some, you are welcome to come over and dig as much as you want. My sense is
that it can be dug and divided any time except when dormant (in the
winter), but I haen't actually tried it.
