rust on roses?

Dear gardeners:
Last year I purchased a climbing rose called "Eden" which
is currently sporting a bright orange powdery substance on the underside
of some leaves and the tops of the leaves are turning yellow as
well. Is this rust? and is there an organic treatment for this
problem? It appeared after I experimented with insecticidal
soap. Could that have caused the problem? Overall, the plant
is healthy with lots of new growth and many buds, but I am concerned
about it's long term effect.
I apologize if this topic has already been covered here. I am
very new to gardening, so what is common knowledge to most people on the
list is news to me.
