This is also a fairly fast grower, with year round
water it can grow 18 inches or more a year, in sand
without summer water, it will be quite a bit slower. 
Planting out this late, it will need some irrigation
this year to establish. I've had this already blooming
at 2 years, so it may bloom next spring for you.  Be
aware that they can get quite large, one I planted 7
years ago in Berkeley clay soil without summer water
is now about 15 feet tall and at least 8 foot across,
and is in bloom nearly all year long.
