Here are a couple of gardens that used Achillea millefolium as a lawn
substitute:
The Lummis Home garden located in the Highland Park area of Los Angeles
designed by landscape architect Bob Perry.

Carex species is increasingly being used as a lawn substitute, including Carex
retroflexa var. texensis at San Marcos Growers:

John Greenlee, the grass guru, has many recommendations for lawn substitutes.
