Cuttings would be much quicker than seedlings (as with most plants). I think I've taken them successfully at this time of year -- Ceanothus are generally very easy from cuttings. Just use the young wood (the 1st 3-5" or so from the tip of the branch), nip off any buds/flowers/seedheads, and use rooting hormone if you're feeling unconfident :). Keep the cuttings out of the sun at all times, and if there's a danger of drying cover loosely with a plastic bag.
