Reminds me of a fence they use to keep out nasty possums and cats and such (brush tail possums, not American possums) out of a nature preserve near Wellington, New Zealand. See http://www.sanctuary.org.nz/about/fence.htm for the details on that ultimate fence.
But as far as cheaper alternatives--
How about an old 15 gallon plastic pot from a nursery? Cut out the bottom, slit the side, bury the rim into the ground a bit. Bet they couldn't climb up that 2 feet or so of plastic. This kept cats out of my orange tree, oddly enough.
The metal collar sounds good, too.
Or maybe some of that spiky pigeon-don't-land-here stuff, cut to a length and secured with binder clips. Don't know where you'd get it.
