achillea not thriving

I have an achillea (adobe) which was beautiful during the first two summers
it grew in my garden. It's in a spot which gets some morning sun and some
afternoon sun; enough for it to flower well in its first two years. This
past summer it was miserable; very little foliage and only two flowers
during the entire season. The only difference I know of in that garden is
that I spread more compost and mulch than ever before, trying not to mulch
the achillea too heavily. I would think that if the richer soil were the
problem there would have been more foliage. I'm stumped.
