On the whole, pruning discurages flowering, not only by removing wood of
mature flowering age but also encouraging lots of dormant buds to grow
out into new wood, which is then too immature to flower. I would
incline to think the butchered tree is flowering in spite of, rather
than because of, the way it has been treated.
