I used to live in West L.A., near Studio City, some
years ago. I saw many conditions such as what you
describe.
Here's some perennials that I'm pretty sure would do
well in your winter-sun, summer-shade situation:
Agapanthus
Alstroemeria
Anemone x hybrida
Erysimum 'Bowles Mauve'
Gaura lindheimeri
Geranium incanum
Heliotropium
Hemerocallis
Nierembergia
Phlomis
Phygelius
And I think these bulbs will be fine there:
Amaryllis
Canna
Hyacinthoides
Ipheion
Leucojum
Schizostylis
Zephyranthes
There's a also a few annual/perennials you might want
to consider for at least part of the year:
Begonia 'Richmondensis'
Catharanthus
Salvia splendens
