curling leaves on Japanese maple


The city of Berkeley has planted a Japanese maple in our
parking strip. They can't tell me the exact variety but
it's upright and grows to 15 to 20 feet they say.

We've been watering it mostly with gray water although we
started with regular water; we give it around 20 gallons a
week which is what they suggested.

There are plenty of new leaves which are all curly and the
older new leaves have lots of sunburn which may be from our
not watering it enough at first.

Could this curly leaf be a result of using gray water,
mostly from dish washing with very little liquid detergent?

I suspect that all of you are more knowledgeable than the
city tree people since one of them thought the problem was
aphids (there's no sign of aphids).
