By seed. Few if any eucalyptuses are at all easy to propagate by cuttings.

What species of Eucalyptus? Most form their seeds in the autumn, some will
germinate straight away, but some, e.g., snow gums, don't germinate till the
spring -- e.g., they require a period of freezing before they germinate.
And no doubt others are dependent on when the rainy season is where they
come from. A few species are supposed to germinate better when treated with
chemicals, smoke, or whatever.

I suspect for the species most often grown in California it would be fine to
plant the seeds about now.

As for the method, do them just like anything else. Don't cover the seeds
deeply -- they're small. You'll probably want to prick them out into small
pots when they get a few cm high.
