There a few such preparations which are pretty specific (to Oxalis, for
instance) but those designed for keeping paths clear are likely to do
just that and kill anything at all trying to come through the ground,
though they may be safe to use among established plants and even with
young transplants. I wouldn't give your poppies much of a chance of
seeding successfully.
