Damian-
I have rooted Oleander by simply sticking them in the ground. I think this
method should work fine as long as the temps are mild and you put moisture on
the cuttings everyday.
I've rooted my Oleander's in 50/50 perlite/vermiculite with little problems.
Two years later I have red blooming Oleanders that are at least 6 feet
tall....started with about an 8" cutting.
