I'll jump in and state what I think is the obvious.
You can NOT mulch and have reseeding (naturalizing)
plants in the same situation. The practices are
opposite.
Being with a "wildflower" seed company for some years,
I learned that it was one or the other. Although we
worked hard on developing mixes that reseeded more
freely than weeds and covered more densely than weeds,
there was always a battle with weeds for the
commercial gardener as well as the home gardener who
used the wildflower mixes.
Maybe I'm wrong in assuming that the reason you want
to mulch is to prevent weeds from sprouting and
becoming a problem.
If you're mulching for another reason, maybe there are
alternatives that would get you to your goal.
