Barb,
My beds are for growing perennials so do not get roto-tilled and the rocks
can be cemented but mine are not. I have not had the problem of dirt and rocks
washing out and we do get lots of rain on the west coast .
In my vegie garden I have the raised beds with no sides and they work great.
