Chapin makes a pressure control regulator that goes at the beginning of
the spaghetti line.  Each line has it's own control, in essence.
Works very well.
Sounds like you guys need to put in a filter at the head end, tho.  The
pressure controllers will control even flow, but whatever is plugging up
the emitters has to be filtered out or you'll continue having
non-dripping drippers.
Could be your water supply has dirt in it.
