Blue Salvia?

Good Day to You All -
Sure hope all of you have your electricity working!!
I was recently shopping the bargain clearance table --
Came home with several Perennial Blue Salvias.
To me, they look just like the annual blue salvias but much taller.
I bought one a long time ago at a local hort club sale and was told that it 
was, indeed, a perennial; the donor assured me so. But I was disappointed it 
didn't return the next spring. I've learned a great deal since then and hope 
these do better for me this time. I haven't been able to find any info on these. 
So I am asking you all what your experience is with them and where you would 
suggest I plant them.
How much sun or shade?
Moisture?
Etc.?
