Kitty, so you are saying they fund you?   We are self funded and have been 
for sometime however   our money goes into their account.   When we make copies 
or what ever we pay. A neighboring MG county are withdrawn from the county and 
are a corporation(hope this is the correct term).   They still perform the 
same duties but are able to have ownership.
