Another way to keep the tarp or newspaper down without blowing away is to
cover it with mulch. Looks attractive while nature does it's job.
I've made a new bed without digging by simply layering newspaper heavily
and covering with wood mulch. By the following spring the soil was great
and full of earthworms feeding on the decomposing grass and newspaper. Got
the idea from several gardening mags. Worked great!
The ornamental grasses I placed there are putting up plumes now.
