A friend has a very large hardy mum that she planted last fall. It has
never bloomed, but has become very large. She did not trim it back in
theearly summer, and it has no buds. Mums are just starting to bloom in
this area. Should she wait a while to split it up or can she do it now?

Commercially chrysanthemum is propagated from CUTTINGS not division.
They are one of the easy plants to propagate by this method

In the case of taking cuttings, you can take the cuttings at any time of the
year that the plant is growing. Select the yonger cuttings taken from the
base of the plant for an older plant and from the toop for a younger plant.
As far as this years flowers: the for perennial mum plants in the NE US set
their flower buds early summer. Never take cuttings after the first week of
July otherwise the plant may not flower this year. The plants have a little
built in light timer ... when the days become shorter they will bloom
(The way that the commercial GH growers of tender mum florist crops have
blooms all year round is to control the light on the plant using dark shade
cloth of adding night light).
