Hi Barb,
It could be an "annual" crepe myrtle. We've sent a few back with my
parents, when they come down to visit in the summer. They get the usual 2-3
months of bloom, then it dies in the winter. They are in zone 5/6, so we
keep hoping it might survive one year. Should have sent her one last year!
I believe there are several newer cultivars that are reliably hardy to
zone 6, but mom usually just picks them by color and form at our local
nursery, and doesn't worry if they don't come back. A nice size 3gal bush
is only about $10-15.
Your neighbors may plan on digging it and storing it in the garage. I
remeber reading articles on people doing the "Minnesota tip" (or would that
be the "Wisconsin tip"?) for things like climbing roses and such.
It should be fine down to 15 degrees or so. How cold will your garage get
on an average winter?
