Barb,
depends on how badly you want to save your most prized perennials. I would
recommend saving any waste water you may have in your house (i.e.,
dishwater, water from your bath, etc) or finding a way to catch that water
that drips from your air conditioner. Of course cutting back your plants
to about four leaves would help and a thick mulch is a good idea.
Other than this, there's not much else you can do without risking fines
from your water department. I'm not sure how good/bad the soap from the
waste water is going to be to your plants, but it sure beats no water at
all. And try to find a way to deliver that precious water slowly so that
little will evaporate. Perhaps get row covers to filter the sun out.
Good luck. Unfortunately, you'll know how successful you are come next
spring. Let's hope for rain! We haven't had any appreciable rain in our
area since June.
