Hello Kris,
You would probably not classify any of the three as "drought tolerant"
in the sense of cactus.... but. Uvularia and Hepatica are both native here.
In this region we almost always go through long periods of hot and dry with
the roots of the trees and shrubs providing shade sucking up what moisture
remains. Uvularia and Hepatica are out in the garden green as can be right
now. Never had any problems with loosing them during prolonged dry spells.
Monkshood will take some dry ONCE established, but dos enjoy plenty of deep
humus to get it through the hot and dry. Giving it a bit more shade helps.
