1. I read somewhere that using UNCOMPOSTED chopped leaves can retard
growth-- some kind of chemical compound in them (does the word phenols
sound familiar to anyone? I wish I could lay my hands on that article!)
It should get better when the leaves finish breaking down. I have done
this myself and had the same problems as you until I found this out.
2. I always do my beds in fall, since I like to give the plants a head
start on spring, and I never have time in spring anyway. I think it would
depend on your weather conditions-- if you have short falls and the
ground freezes up right away, spring would probably be best; here even
though we have cold winters the ground rarely freezes solid before mid to
late December. I usually do renovations or dividing the first two weeks
of October and have very good luck. You may have to start a lot sooner,
don't know about Massachusetts.
