OT: Watering trees during a drought

This past week our local county extension agent had an article in the local
paper in which he warned against watering trees during our dry spell.  He
says the wilting, shriveling leaves are a sign that the tree is going into
dormancy and it is wrong to water it at this time.  I have a
well-established dogwood (35 - 50 years old) which is looking awful.  I
don't want to lose it.  If you have anything helpful to offer, please
respond to me off-list since this is an off-topic subject.
