I have seen two things locally,
First, nurseries and garden centers start having discount sales on perennials sometime after the end of August with the deepest cuts around Columbus Day weekend. This coincides with the last chance to plant locally. I have had decent luck with plants acquired at these sales.
Second, some of the more expensive garden centers (not to be confused with the nurseries) have club cards - you get a stamp for every $5 or every $10 spent which gives you some amount off a purchase at the end of the season. Most of these only go from spring to fall and do not carry over. These are the places that have my favorite bargain hunting opportunity - the hurt tables - plants too ugly to sell at full price; I have gotten some gems here. My favorite was three pots of Sedum Frosty Morn for a whole $5 because some one had broken the stems.
