Val, I wonder if you're talking about flea beetles. they're smaller than a
grain of rice, but are black and shiny. They especially go for eggplant,
too. You can cover plants with agricultural fleece until mid-summer, when
plants are larger and less palatable, and flea beetle population has
diminished. If you find out the name of the critter, you'll be a long way
toward controlling it. Margaret L
