I can't answer all of your questions,but I'll try for some.  A silver-lace
vine or Polygonum Aubertii is a fast grower, but you may have to keep
training it to keep it from going over the top.  Clematis would be another
good one.  Is your fence in sun?

You can't plant anything that will grow and thrive in their path.  Just
forget it.  Any dog that ever lives there will pound out the same path,
too.  Grass might work, but it's going to be compacted.

Plant the bulbs in cages made of hardware cloth.  This sounds weird, but
ask a hardware store for hardware cloth, and you'll understand.
