This has been my understanding.  Roundup is a systemic which means that it
is carried throughout the plant, and that can happen only when a plant is
actively photosynthesizing (as opposed to dormant, or without leaves).
Also, the leaves are where most of the surface area so if your goal is to
get as much roundup as possible into that plant, DONT cut the leaves off
before you spray -- spray the leaves as completely as you can and as they
photosynthesize, they will transport the stuff down to the shoots and
roots.

Think of it this way -- it's the same idea as foliar feeding -- foliar
feeding is recommended because the plant absorbs the nutrients fastest
through the leaves and transports the nutrients through the plants from the
leaves.  With Roundup you are doing the same thing, you are just "feeding"
it something that is a poison to the plant.
