I don't know what kind of weed barrier cloth other people have worked
with, but the one that I've worked with -- black, about 3' wide, comes in
rolls, feels like a cross between burlap and canvas -- hinders SOME
weeds, not all. Quackgrass, for instance, loves it and penetrates
downward through it quite well. It is good for creating a weed free bed
(though make sure any seams have at least a 6" overlap), but if you put
any kind of growing medium on top of it you'll still have to watch out
for weeds.
If you do put growing medium on top of it your groundcovers will do just
fine.
