Yes, you are right- if you confine your plant in a small area it will limit
its growth.  
You would want to put the copper on the out side of the bag that the plant is
going to grow in, this should keep the tree roots out-  then the plant on the
inside of the bag can be allowed to grow threw the bag into the surrounding
soil sometimes because the roots are able to push on the bag and make small
holes before they come in contact with the copper.

But the size of your bag is what counts.   Hosta have shallow roots that like
to spread out along the surface of the soil- so one could put the copper
treaded fabric 8 inches deep and the Hosta would be happy.  

A great way to grow plants in the field for potting up or selling bare root
is to grow them   in a raised bed that is 6 inches deep with land scope
fabric to keep the roots from growing down into the soil.   It makes it much
easier to dig the plants  and  you get most of the root system.
