Starting seeds indoor

Hello. I am new to the list. I am look for some advice on the best way to
start seeds indoors. What kind of setup do I need? I am on a limited
budget. I thought about setting up in my basement, but I'm afraid it's too
cold.
Some very generous gardeners have sent me some seeds to get me started. I
have received columbine, phlox, candytuft, asters to name a few. Do these
grow well from seed? Is this something a beginner can undertake?
