I have started seeds in lots of different ways, it kind of depends...
Seeds that require warmth (like a lot of our vegetable seeds) we start
in our spare bedroom in flats. We have a cheap shoplight that we
suspend over them (propped across two chairs--this is a real high class
operation!) and plug them in through a timer.
The ones that require chilling I sometimes stash in my refrigerator (the
ones I sow in egg cartons used to really confuse my family ) or we built
a rough cold frame out of 2x2's and plastic that I have used.
Sometimes it works, and sometimes it doesn't. But the keys seem to be
temperature and light. Look up information on the seeds you want to
plant, and then get creative about how to meet their needs.
