Am I correct in thinking that plant packages which come into California
are opened and inspected by agricultural inspectors? Maybe that has
something to do with my ordering from another state. At least, I have
gotten packages which were sent quite a long time before, and I presumed
they were delayed for inspection. Could this be part of my problem with
perennial packages?
I know another problem is that shippers who try to send for my planting
zone never seem to realize what zone I am really in, because their map
does not show them my elevation.
