wet, sandy soil in East Texas

Any suggestions from the group on what I should do to dry out my wet, sandy
soil that has borne the brunt of El Nino's storms this year (the hail storm
stripped almost all my loblolly pine trees and bald cypress trees). I'm sure
the summer will be dry as usual, but right now, I can't even think of putting
out my onion or potato sets for fear of them rotting. Luckily, we do have some
good compost started. I know it will help the sandy part of my problem but I
don't know about the wet part. Any suggestions??
