Darlin' if your sandy soil is having drainage problems, you're in real
trouble! Sandy soil generally won't hold enough water!
My guess is that, adding compost will improve the quality of the soil,
and will help it hold moisture in the summer. But all I know to do with
the "too wet" problem is raised beds. And that's probably not an option
for a vegetable garden. You might try growing your potatoes on top of
the ground, however (I know, everyone, potatoes aren't
perennials--sorry). If you plant the tubers on top of the ground, and
then cover them with straw, hopefully they won't rot. Makes them easy
to dig, too.
