You might try "solarizing" the soil. Till up your planting area, water
it well, and cover it with plastic. Clear plastic is supposed to work
well, if you get warm days and quite a bit of sun. (this would probably
work better if you wait until spring.) This should generate quite a bit
of heat and kill the weed seeds. Don't till it up again before you
plant, or you'll encourage seeds to sprout that were too deep in the
soil to be killed.
When you set out your plants, mulch them well with several layers of
newspaper, covered with organic mulch. (We use "half-cooked" compost or
shredded leaves). This should help eliminate all but the most
persistent weeds. Hopefully, the number will be small enough that they
can be picked off by hand or with an herbicide.
