An experienced gardener once told me you can try covering the grassy area
with plastic to kill the grass or, if that's not practical, try using a 1:1
ratio of vinegar and water on the area on A VERY HOT DAY (that shouldn't be a
problem for us in Zone 8 in Texas).
My husband says to use Round-Up (he's more chemical happy than I am). Apply
once, then again two weeks later to kill emerging seeds then till. He says
Round-Up goes benign when it hits the soil but wait two weeks before you plant
just in case.
As for ameliorating the soil, try sand on the clay parts (I know you said you
already tried that) and compost on the sandy parts (that's what I have to do
here at my house). For the compost, you can buy some at the local nursery or,
if you have time, make it yourself out of grass clippings and dried leaves.
