Delphiniums would be wonderful and come in many shades of blue. You might be
able to find a tall Phlox that comes close to the shade you want. There is a
4' tall Veronica, V. longifolia 'Blue Giant' that is dark blue. The taller
Echinops cultivars are 4' tall and some of them are a darker blue. If your
lilies are in part shade, consider Aconitum. Although not hardy for you,
Agapanthus would be very nice with the lilies. If you are willing to go to a
light sky blue, there's Perovakia. Then, of course, the Verbena bonariensis,
although annual and a purple-blue, would be great. --Janis
