crown vetch?

Anyone have any experience using crown vetch as erosion control on a
steep bank?  Right now the bank is covered with grass that is almost
impossible to mow (without great danger to life and limb!).  I would
love to plant crown vetch (they use on freeway embankments here), but
worry about 2 things.  1. the bank is in shade for 1/2 the day and 2.
I'd rather not remove the grass to plant because the bank will easily
erode away before the vetch takes hold.  Can I plant plugs (like with a
bulb digger) and hope it chokes out the grass?  Or is there a better
way?
