An elegant bamboo is Fargesia nitida and I think it is in Arrowhead Alpines.
Their plants are very small so another source might be sought for quick
effect.
The Fargesia is supposed to be evergreen and hardy to zone 4. The example
cited often is a plant living for years in Boston at the Arnold Arboretum.
This is a clumper not a runner. This info is from memory, I have not grown
the plant having never found a potted specimen to buy.
