Hi Claire,
    JB is just one of the reasons for government regulations on how plants are
shipped. In this case within the U.S. borders. Eastern U.S. have JB a plenty....
west coast does not. And they do not want them over there. The mountains form a
natural barrier to keep the beetles on this side. Unless one ignores the rules and
ships plants with soil on them to the west coast.
    Eggs and larva can be in the soil and get introduced to the other side of the
mountains by man, where the beetles can not get by nature. All plants being
shipped to the other side of the mountains must be washed clean and shipped bare
root. (Not so the other way around)
    Not all regs are bad, not all government is bad. I tend to think of government
regulations as being somewhat kin to poverty.... not a sin nor shame, but sure
inconvenient as hell.
