Mosquito repellant and mildew

Glad you liked it Joanie.  I'm only about 150 miles north of
you, so I'm sure you know what I mean.  And this
spring/summer has been a bountiful one for the buggers.  Wet
cool spring and now this heat!  Last year Milwaukee had ONE
day when it was officially 90 degrees (and that's measured
very near Lake Michigan which has a vast cooling affect on
ambient temperatures).  We're already way past that this
year - with not much end in sight.

Now to make this *legal* I have a recipe with dormant oil
and baking soda and other stuff to spray on plants prone to
mildew.  My monarda and pulmonaria (two that are most prone)
look great - so far.  Can I/Should I spray whilst they look
good as a preventative, or is it only for when they show
signs of mildewing?
