Connie Hoy's suggestion of Savia Argentea is likely as it does not develop
the pointed leaves until it becomes a bit larger. Also it is easy from seed.
It is a biennial here or maybe a triennial depending on how cold it gets.
Aother sugestion is that it might be one of the many Australian or
Mediterranean greys sold around here now as container plants.
A third sugestion is a seedling of mullein or Verbascum. Many of these are
heavily felted and a lot are around in small sizes, grown from seed. Also
mostly biennnial.
