I had a dahlia one year that barely set blooms before it was too late, also.
The reason, I believe, was that it was located in the area of the garden
that I hit with the Miracle Gro spray a couple times in the season, along
with likely more water than is necessary for them. Dahlias will just grow
and grow if they are fertilized, especially with high nitrogen, and will
postpone budding.
Is it possible that your potting soil is too rich? I bought some once and
then realized later that it had fertilizer added to it! That's the new
thing, I have noticed.
I would try potting them up in ordinary garden soil next time.
OTOH, I had a Bishop of Llandaff once that came up every year, set two buds,
and then withered. No cause but plain old poor disposition, I reckon.
