I have divided down to 1 fan, but like you say it takes awhile for them to produce lots of blooms ...
I don't normally cut the foliage since I've always believed that is how they feed, maybe that's daffodils.

Also reducing the plant to 3 fans is about all you should cut and replant. One can over divide them and it does take time to rebuilt the energy to bloom good. I find it takes about three years to get a nice clump with a lot of blooms here in Tennessee.
