starting perennials now

greetings: this will be the first time I've ever started growing plants in
the middle of the summer; so I could use some advice, I think;

after I get the seedlings going, I intend to put them in the ground where I
want them to come up next spring;

so far, I've bought seed for scabiosa and delphiniums;

I live in NYS zone 5, and our winters can be quite cold and snowy, sometimes
getting below zero fahrenheit, but not often;

someone had posted that they will be keeping their new perennials in a
coldframe, or was it a greenhouse? is this necessary?

TIA

Isabelle Hayes
