Lavender does take a few years to develop.  They grow a little and bloom a
little the first year and then grow and bloom more and more with each passing
year.  Mature lavender is truly lovely.  It is worth the wait.  

It is important to give them the right conditions.  They need full sun and
well-drained soil.  Seems to me they actually prefer dry conditions.  They
like  a neutral to slightly alkaline soil.  The pH in my garden is 6.4 so I
give mine a little lime now and then, but do not fertilize them.  

I have some planted along the walk to my front door, spilling over so guests
brush it and release the wonderful fragrance of the foliage as they pass.  It
took me four years to get it just as I wanted it.  This year it was especially
splendid.  Lots and lots of very fragrant blooms for a long, long time.
Really lovely.  (And to think my husband suggested that it needed to be cut
back from the walk!)  

I have one in another part of the yard that I have been meaning to move.  It
only gets a half day of sun and, although it is the same age as the others, it
is much smaller and blooms only sparcely.  So I do think you should move yours
so it gets full sun.  I have never had any problems moving lavender.  It would
be best to wait until fall.  But I have moved lavender in the heat of summer
without any ill effects, so if you must do it now, it will probably be ok.
