No.  Leave your lavendar where it will get the most sun.  Lavender and Shasta
Daisies together sounds wonderful!   Maybe you should move the hostas if they
are shading the lavendar.  The hostas will do well in your shadier beds.  Or
maybe you don't need to do anything but wait.  My lavender didn't grow much
the first year or two, either.  I remember when I almost took out the lavender
by the walk because it just wasn't working.  I'm sure glad I didn't!  --Janis
