That surprises me that its not doing well there. 
I thought these were ideal conditions for them. 
I live in zone 6b/7a in the PNW.  Mine grow in
an east bed that get morning sun, some
afternoon light shade and hot late afternoon
sun.  After 4-5 years I have to "control" them
they love this so much.  The soil is heavy,
clayey and rarely really dries out.  In this same
bed (for use of comparison) I am able to grow
roses, buddlea, climatis, viburnum, lilac, holly,
asiatic lilies, iris, monarda, caryopteris,
thalictrum, anemone sylvestris, all thriving. 
East beds receive the harshest winter
conditions in my area, terrible drying winds,
ice, etc.  My bed is *very* crowded but they
still stand up.

I don't know if that helps your problem solving
at all.  Are there too many trees overhead?
